The Human Rights Watch Council Summit is a three-day gathering that provides an intensive learning experience for all participants. It brings together the global membership of the Human Rights Watch Council, Board of Directors, and key supporters and partners to learn about the most pressing human rights issues of the day and meet the organization’s frontline staff.

Program Highlights

Join Human Rights Watch May 19-21, 2025, to discuss the biggest human rights challenges of our time. Participants will join workshops, plenary discussions, interactive small group exchanges, and briefings with frontline researchers, artists, international advocates, fellow activists, and world-renowned thought leaders.

This year’s Summit program features major human rights stories of the past year and what’s on the horizon in a time of uncertainty. In a global context of rising autocracy, we will discuss how the human rights movement can be central to creating rights-respecting solutions, including countering “strongman” appeals, addressing the impact of climate change, or responding to mental health crises, among others. We will also explore Canada through an Indigenous rights lens and shine a light on forgotten crises, with Special Adviser on Genocide at the International Criminal Court, Payam Akhavan.

Our experts will define strategies to hold governments and companies accountable for the abusive use of artificial intelligence, while capitalizing on tech tools to advance human rights. With our partners at Agog, we will showcase the use of virtual reality to advocate for human rights. Our frontline researchers will share how we work in closed countries and discuss strategies and wins related to migration. Our global advocates will cover promoting corporate accountability, countering transnational repression, and defending the rights of women, children, people with disabilities, and members of the LGBT community.

Through a wide range of sessions and interactive trainings, participants will be equipped with tools to become stronger human rights advocates in their own community. We hope you will join us.

We are pleased to hold the Council Summit at the Fairmont Royal York. A Toronto landmark since its opening in 1929, it is the gateway to a quintessential Toronto experience. Reimagined with impeccable style and grace, the hotel is a central piece of the city’s downtown, easily accessible from the airport via the UP train.

The Fairmont Royal York Hotel is conveniently located in Downtown Toronto, directly across the street from Union Station. We encourage you to take the UP Express from Pearson Airport to Union Station, a convenient 25-minute commute.

We encourage all participants to book their room at the Royal York Hotel in Downtown Toronto, where the Summit will be hosted. Information about how to access HRW-held room blocks can be found here.

Visas

Please note that you may need to apply for a visa early to enter Canada, depending on your country’s agreement with the Canadian Government. You can use this website to find out more information; we encourage you to initiate the visa application as soon as possible if you do need one.

COVID-19

To mitigate the risk of transmitting Covid-19, we strongly suggest that all participants at this event be fully vaccinated against Covid-19, have not tested positive for Covid-19 in the past 10 days, and have not experienced common symptoms of Covid-19 within the last 48 hours.

Suggested Daytime Attire

Business casual attire is recommended for activities during the day, and cocktail or business attire for the Toronto Voices for Justice Dinner. Attendees are encouraged to bring a layer as some facilities will be air conditioned depending on the weather, and a pair of comfortable shoes as we will be walking about 20 minutes to the Art Gallery of Ontario.

As part of HRW's mission to advance diversity, equity, and inclusion (DEI) both internally and externally, we are committed to cultivating DEI as a core lived value of our Council Summit.

Diversity entails the wide range of identity dimensions and other parts of our background that create our unique identities, experiences, perspectives, advantages, and disadvantages.

Inclusion is about creating a culture of belonging in which this rich diversity can thrive and people feel seen, heard, valued, connected, and supported.

Equity requires deliberate actions to address systemic inequalities and power differentials to close gaps in diversity and inclusion.

At the Summit, we seek to live these values through intentionally working to celebrate and increase participant and speaker diversity, including by providing sponsorship options for Council members and curating a diverse line-up of speakers. We are offering a peer connector program at the summit for new participants, creating spaces for collaboration and different participation styles, taking measures to increase accessibility and inclusivity of the venue, ensuring a variety of dietary options, and providing wellness spaces for prayer, meditation, or breast-pumping. We welcome feedback on these initiatives while we work to further advance inclusion in all our HRW events.

Health & Safety of our Community

Human Rights Watch's values require us to protect the health of others and limit the spread of Covid-19 and other highly contagious pathogens. Human Rights Watch's Physical Security team will continue to monitor the health situation in Toronto until and during the Summit in May. We will be implementing on-site measures, in consultation with medical experts, to minimize risk and protect the health of our attendees – our staff, our supporters, our speakers and local volunteers.

At each Council Summit, Human Rights Watch invites our closest community of supporters to celebrate and learn about the global defense of human rights, get to know one another, and meet the organization's frontline staff. The Summit, held in a different city each time, provides an intensive learning experience for participants, bringing together the global leadership of Human Rights Watch’s Council Committees, Board members, key supporters, and new friends. 
Past summits have been held in cities including Los Angeles, Zurich, Kyoto, Chicago, London, Paris, and Arles. Featuring prominent figures in the human rights movement, we have been privileged to welcome leading politicians, journalists, activists and authors. Past speakers have included former UN Secretary General Kofi Annan, International Criminal Court Prosecutor Fatou Bensouda and US Permanent Representative to the UN Ambassador Samantha Power. Past summits have also showcased the work of some of Human Rights Watch's newest researchers and advocates, as well as our response to the most pressing issues of the day.
